Statement of Purpose
 
A. Our purposes are to:
 
1. Live in a manner, which honors the Goddess and God, following the Wiccan Rede.

2. Explore and practice Wiccan beliefs as put forth by the Correllian Nativist Tradition.

3. Support one another with in the Shrine, in our healing, growth, and aspirations.

4. Hold rituals on the Sabbats and Esbats and other special occasions, in order to celebrate the seasons, work magic, recognize rites of passage, and honor the Goddess and God.

5. Honor the Earth and all her creatures as sacred, and work to heal and protect the environment with in our community, throughout the nation, and across the world.

6. Assist in the learning of Wiccan traditions as put forth by the Correllian Nativist Tradition.

B. Commitment: All members must have fully committed themselves to this purpose in their beliefs, activities, and lives.

II. Membership

A. Qualifications:

Membership shall be offered to all individuals upon recommendation of the Shrine Keeper and consensus of all initiates of the Shrine. No person shall be denied access to membership on the basis of color, gender, race, national / ethnic background, sexual preference, handicap, age (with in the state and federal laws), pregnancy, social standing, or physical location.

B. Degree of Participation and Membership: Participants in the programs sponsored by this Shrine may include the following:

1. Guests: Interested parties who may attend all open activities and Shrine - only activities in the company of an Initiate, with consent of all others in attendance.

2. Outer Court: Outer Court Members are registered members of the Tradition who are not members of the Priesthood. The Outer Court constitutes the laity of the Tradition.

3. Dedicant: A Dedicant is a postulant cleric, who h as dedicated a period of one year and one day to study and training toward the Priesthood. At the en d of that period the Dedicant may return to Open - court status, or be offered First Degree initiation, at the discretion of the Temple.

4. Honorary: Individual Correllian Temples may extend Honorary Temple Membership to any person whom they shall choose. These Honorary Members are members of the Shrine, not of the Correllian Tradition as such.

5. Membership in the Shrine it self shall be limited to:

a. First Degree: A Novice Priest/ess. The First Degree Priest/ess should be familiar with the details of the Wiccan faith, having a thorough grounding in Wiccan philosophy and traditions. The First Degree Priest/ess should be able to answer most questions about Wicca on a practical (as opposed to philosophical) level. The First Degree Priest/ess should be able to take any role in ritual with reasonable confidence, short of ritual leader.

B. Second Degree: Full Priest/ess. The Second Degree Priest/ess should be able to take any role in ritual, and answer most questions about Wicca, whether practical or philosophical. The Second Degree Priest/ess should be able to manipulate energy in ritual and other settings, with reasonable competence. The Second Degree Priestess should be familiar with most Wiccan rituals and techniques, and be able to under take them with out direct guidance.

C. Third Degree: High Priest/ess. The Third Degree High Priest/ess should be able to answer all questions about Wicca, and to facilitate all Wiccan rituals met with in the ordinary service of a Temple. The Third Degree High Priest/ess should be competent in energy work, should be able to deliver an n oracle or Spirit message, and perform the ceremony of Drawing Down the Moon.

C. Membership Status: Any persons membership or participation may be curtailed, suspended, or terminated only by the decision of the Tradition Leaders and / or the Shrine Keeper and Council, either for a lack of attendance/ participation, or violation of the Wiccan Rede.

III.

Administration and Operation

A. Shrine Council: This body shall handle the ordinary business of the Shrine.

1. Membership: The Shrine Council shall consist of all Initiates (Inner Court) of the Shrine. Dedicants and other Outer Court Members may be invited to attend and participate in the meetings as Well.

2. Scope: The Council shall discuss all matters of:

a. Program planning and activities;

b. Dedication, initiation (with guidance / approval of a Third Degree Correllian), and membership generally; Outreach, networking, and affiliations
 
3. Facilitation: The Shrine Keeper shall ordinarily chair meetings of the Council. Where s/he is absent, or chooses to delegate this responsibility, the Priest or other chosen shall chair the meeting.

4. Method of operation: The Shrine Council shall make decisions by consensus. When consensus cannot be reached, the Council will refer the decision to the Shrine Keeper, who shall consider all that has been discussed and make the decision. Shrine Keeper has the final vote.

5. Meetings: The meetings shall meet at least quarterly on a regularly basis, or as called by any member.

B. Offices and Duties: the Shrine Council shall fill the following offices whenever a vacancy occurs and as membership allows.

1. Shrine Keeper / Priestess : Chairs the Shrine council ; coordinates the teaching program; provides counseling as necessary; leads the rituals or provides resources to those doing so; supervises the work of other Officers; represents the Shrine to both the Tradition Heads and to the public ; and provides overall guidance to the work of the Shrine .

2. Priest: Chairs the Council in the absence or request of the Shrine Keeper; teaches; provides counseling as needed; helps lead rituals or provide resources to those doing so; leads in the defense of the Shrine in worldly matters when necessary; and to represent the Shrine to the public.

3. Summoner: Assists with rituals and other Shrine related duties and notify coveners of meetings and other important information.

4. Bard: Collects songs and chants; teaches and leads the coven and music, and provides accompaniment; collects lore and legends; preserves and passes on the old lore, Shrine and Tradition history, and traditions.

5. Scribe: Keeps the minutes of the Council meetings, handles correspondences as requested. Keeps records of coven projects, rituals, and activities.

6. Purse warden: Collects money, keeps accounts, makes purchases or reimburses others for authorized purchases, coordinates fundraising projects, and keeps files of records related to the Shrine’s status both legally and with the Correllian Tradition. (This would be also double - checked with the Shrine Keeper)

7. Outreach Coordinator: Coordinate the Shrines efforts to have / implement any outreach programs, ministerial work, and charity ventures decided upon by the Shrine; to research and recommend said projects; and to supervise and assist in any relevant projects the Shrine undertakes.

8. Guide: Coordinate youth programs including religious education, participation in rituals and festivals, field trips, camping trips, and any other activities approved for youth with in the Shrine.

9. Possible additions of Archivist, Merchant, Herald, Training Coordinator, Wayfarer, Historian, and Outer Court Coordinator if needed in the future.

10. Additional, temporary offices may be created and filled as the Council deems necessary.

C. Guidelines for Conduct: All Dedicants, Outer Court, and Inner Court members shall be guided by the Wiccan Rede, the Correllian guidelines, and by the Goddess and God within each person.

 

Meeting Schedule

A. Rituals

1. Esbats shall normally be held on the evening of the New Moon and the Full Moon.
2. Sabbats may be held on their actual date or on the Weekend nearest, as determined by the Council.
 
B. Classes
1. Introductory classes and other classes open to the public shall be offered at such times and places as the Council decides.

2. Classes for Dedicants and members shall be held at least twice a month, on a schedule determined by the class teacher.

3. The Curricula shall be determined by the Tradition Heads and the Shrine Council.

4. No fees shall be charged for the regular curriculum classes for degree status.

C. Trips and Special Events shall be held at such times and places as the Council decides.

V. Attendance 
 
Esbats
 
1. New Moon Esbats shall be open to Dedicants, Initiates, and approved guests.

2. Full Moon Esbat shall be open to the community.

B. Sabbats shall be open to all who are friendly to the Craft, except that the Council may decide on Shrine-only celebrations on or near the Sabbat.

C. Classes shall be designated in one of three ways: open only to Dedicants and Initiates of this Shrine, open to all including Outer Court, or open to all within the community

D. Dedicants and Initiates are expected to participate in Esbats, Sabbats, and appropriate classes; certain exceptions will be made for distance members.

VI. Finances

A. Shrine income shall include donations, profits from fundraisers, interest earned from bank accounts if any, and dues/tithing, as established by the Shrine Council.

B. The budget shall be established and disbursements approved by said council.

C. The Shrine Keeper shall make a full quarterly report of income and expenses to both the Shrine council and to the Witan Herald.

D. All required forms and reports shall be filled as required by federal, state, and tradition rules/laws.

VII. Privacy of Members

A. The craft names, birth names, addresses, telephone numbers, and other information relating to individual members shall be considered confidential and may not be disclosed to non-members without the permission of the individual/s involved.

B. Disclosure of said confidential information may, at the discretion of the council, be considered a violation of the Wiccan Rede and grounds for expulsion.

VIII. Revising the By-Laws (or constitution)

A. Any part of these By-Laws may be amended: The Correllian Tradition reserves the right to alter these by-laws in whatever manner we shall deem appropriate as the need shall arise.
